Making a photograph that uses another artist's work as a subject poses an interesting dilema: Where is the art? Is it all in the original work? (The photographer having merely made a simple record of it), or does the photograph also have artistic merit in it's own right? (In which the photographer has used that other work as a vehicle to create something new).
It is a fine line.
For the record then: The bronze relief here is a part of the fine memorial to the Queen Mother, in the Mall. This section, by Paul Day, features the present Queen with her father, King George VI.
As to which side of the fine line this image of it falls... that you must decide for yourself.
