The location here is the same traffic island in Fleet Street that many TV reports are filmed from when there are newsworthy cases being held at "the High Court" - the Royal Courts of Justice.
This image of them uses the shaded, ornate lamppost that the island is also home to as a means of dividing the composition up and is another example of how a low viewpoint and wide-angled technique can acheive that aim.
In this particular case the late afternoon sun leaves two principal areas of contrast: the dark foreground and the much brighter upper sections of the lofty court buildings themselves. Not, in truth, an intended use of symbolism...
